The handling charge is not applied to the first ten of any International Standard ordered by a National Control Authority (Laboratory) within a year.  Items ordered in excess of this number will be charged the normal handling charge, subject to availability.

The handling charge is not applied to Influenza reagents ordered by National Control Authorities (Laboratories) though the quantity approved may be restricted, depending on availability.

National Control Authorities (Laboratories) do pay the handling charge for all non-International Standards (except Influenza standards, as stated above).

National Control Authorities are expected to pay all shipping charges for items that cannot be dispatched by (air) mail.
